Scott Richard Golicher "was transported to the East Lampeter Township Police Department and later transferred to a local hospital by ambulance for evaluation before being released," as stated in the police release.
The township was called to his home in the 100 block of Crest Avenue at 11:19 p.m. on Sept. 25, 2023, as detailed in the release. When officers arrived they attempted to speak with occupants of the home when Golicher stepped out and fired two shots before retreating back inside.
That's when Pennsylvania State Police, West Lampeter Township Police, and the Lancaster County SERT— including negotiators— were called to the scene.
The officers swiftly established a perimeter, made contact with Golicher by telephone, and successfully convinced him to leave his home at 12:53 a.m.
He was charged with the following for the incident and an apparent assault that happened just prior to it:
Felony Aggravated Assault.
- Felony Strangulation.
- Felony Terroristic Threats.
- Misdemeanor Simple Assault (2 counts).
- Misdemeanor Recklessly Endangering Another Person.
The status of the person he allegedly assaulted was not released, but it is known that no one was struck when he fired those two shots.
After his release from the hospital, he was arraigned by Magisterial District Judge Raymond Sheller. Golicher was denied bail and remanded to the Lancaster County Prison.
The investigation into this series of incidents is ongoing.
In 2017, a man living in the 100 block of Crest Avenue was taken to Lancaster General Hospital in serious condition with a self-inflicted gunshot wound. "Another resident of household was transported to the hospital with a minor orthopedic injury," according to an East Lampeter Township police release at the time entitled "DISTURBANCE/SHOTS FIRED- CREST AVE." It is unclear if this was the same home or was in any way connected.
